Goals:
- Share experiences
learned during practical application of the ESPC authority;
- Develop, to
the extent practicable, similar procedural mechanisms to implement
the authority, in order to reduce private sector efforts to provide
the services authorized by the authority;
- Identify barriers
to more efficient and effective application of the ESPC authority
and develop consensus on procedural changes to overcome those barriers;
- Review current
policies, regulations, and procedures for the implementation of
the authority in light of practical application, and develop recommended
changes that could improve the effectiveness, efficiency, and results
of the program (adoption of those recommended changes
is the prerogative of the individual agencies);
- Review the
authority in the light of practical applications, changing conditions
and constraints, and recommend to the Interagency Energy Task Force
for their consideration legislative changes where no procedural
changes will result in significant program improvement.
The Federal ESPC
Steering Committee will establish working groups, some with an technical
focus and some with a business focus. Each of the two focus areas
will be comprised of working groups that will initially work in the
areas detailed below.
- Technical
Working Groups will improve and standardize
M&V practices, including baseline definition, commissioning
and post-installation verification, periodic verification, evaluate
the cost of M&V, and standardize and streamline performance
period services and documentation for Agency use.
- Business
Working Groups will minimize ESPC financing costs; Streamline
the evaluation of cost reasonableness for Energy Conservation
Measures (ECMs); Minimize time to Delivery Order award; Get the
word out about the opportunities and successes achievable through
federal ESPCs.
